Market and Democracy

"The mere possibility that business and property dominate polyarchy opens up the paradoxical possibility that polyarchy is tied to the market system not because it is democratic but because it is not. If all past and existing polyarchies are dominated by business and property, it is to the dominating minority that we owe its ties to the market system. That is to say, it is possible that genuine democracy would not be dependent on the market system. Only existing polyarchies are, and that only because because, although they are libertarian, they are controlled undemocratically by business and property."
